Why?
Surely if people want to quit, they'll quit. I can't see anybody quitting due to a payment of 12.50 a week. A payment where you can't even decide what you'll spend the money on - its already decided for you.
Seriously - are we allowed to have minds of our own anymore?
To the smokers amongst us - would you give up for 12.50 a week?

Now whats the guarantee that people will actually stop smoking?
Will they do the same for alcoholics?
the same for murderers? etc etc |

| What a joke. Its a waste of cash and just a ludicrous plan.. Why should they be paid to quit when they took up this habit on their own accord. |

My question is how do they monitor if they actually quit? Do they have police search them periodically for smokes? it seems pretty easy to just have someone else buy your smokes and pocket the $12.50 for groceries!
